IE New York College Appoints New President and Dean of Programs and External Relations to Drive Strategic Growth

IENYC strengthens its leadership with the appointment of Jacqueline LeBlanc as President and Francisco Chabrán as new Dean of Programs and External Relations.

New York, July 31, 2025 – IE New York College (IENYC) has announced the appointment of Jacqueline LeBlanc, Ph.D. as President and of Francisco Chabrán as Dean of Programs and External Relations. These appointments strengthen the College’s leadership, ensuring robust academic governance and the development of a portfolio of master’s programs fully aligned with IENYC’s focus on business, innovation, and sustainability to drive positive impact.

As President of the College, Jacqueline LeBlanc Ph.D. brings extensive experience in academic administration, accreditation, assessment, and strategic planning. Dr. LeBlanc joined IENYC as Vice President and Provost in 2020. During her tenure, she secured institutional accreditation, expanded faculty and academic offerings, and established a research center. She co-led the process to transition the College’s sole membership to IE University that culminated in July 2024. She has successfully served as Interim President since that time. Jacqueline LeBlanc holds a Ph.D. in English Literature from the University of Massachusetts and is a graduate of the Harvard Institute for Management and Leadership in Higher Education. 

In her new role, Jacqueline LeBlanc will be supported by Francisco Chabrán, newly appointed Dean of Programs and External Relations, who will oversee the design and delivery of the College’s academic programs. Chabrán will also lead the development of strategic partnerships to enhance content relevance, graduate employability, and institutional growth. 

With over 15 years of experience across government, higher education, and corporate learning and development, Francisco Chabrán brings to IENYC a solid experience in talent strategy and development. Previously, he held several leadership roles at IE University and served as Director of the IE New York City office for seven years, strengthening the university’s presence in North America. Francisco Chabrán holds a Bachelor Arts in Sociology from Whittier College and a Master’s in International Relations from IE University.

IENYC currently offers a Master of Science in Business for Social Impact and Sustainability. An M.S. in Management will launch in September, followed by an M.S. in Finance and an M.S. in Business Analytics and Artificial Intelligence in 2026.
